was in due course produced, it was found that it had been originally made out to cover eighteen cases of "brass wares and forged pieces of steel". The bill of lading and the ship's manifest, in which the same misdescription was found, were altered on arrival of the goods in Hong Kong as a result of the representations of the manager of Messrs. F. Feld &

A certified copy of the bill of lading is enclosed. 4. The reasons for the misdescription are not clear, and may have been either an attempt to save freight charges, or to avoid interference in transit through Italy or in this Colony. The attitude of the local firm of Messrs. F. Feld

& Company appears to have been perfectly correct, and there seems no reason to believe that they are in any way implicated. The misdescription was brought to the notice of the Police authorities by the firm's manager, who also voluntarily paid the higher freight for carriage of arms. Messrs. F. Feld & Company state that the goods were supplied by Messrs. Boehler

Bros. & Company, Limited, Vienna, who also paid the original

freight.

I am advised that the goods are clearly entitled to

the benefit of in transitu status, and they have accordingly

been allowed to go forward to their destination in Canton. At

the same time, the dangers and importance of the case are such

that I feel called upon to submit this full report of the

occurrence, with a request for directions as to how similar

cases arising in the future should be dealt with.
